Growing up along the border of Midvale and Murray during the 1970’s, Phil experienced Salt Lake County life. He attended East Midvale Elementary and then Hillcrest High School, where he received the Mathematics Sterling Scholar. He then attended the University of Utah and graduated with a degree in mathematics, a minor in physics, and an emphasis in Spanish.

As an adult, Phil chose to continue life in Salt Lake County, living in the Avenues, the Garden Park area, Cottonwood Heights, West Valley City, and currently in Millcreek with his wife.

Phil began employment at a young age working in a variety of roles delivering papers, mowing lawns, and scooping Snelgrove’s Ice Cream. Professionally, he worked as a programmer in the financial services industry, created a software development company, and acquired his real estate license. In 2012, Phil was invited by Salt Lake County Treasurer Wayne Cushing to join his team where he later was appointed as the Chief Deputy Treasurer – Phil’s current position.
